We recently gathered at a Children’s Friend early learning and Head Start center in Providence to celebrate big wins for Rhode Island babies, kids, and families in the FY 2027 state budget. We were joined by Governor Dan McKee, Speaker Christopher Blazejewski, Senate President Valarie Lawson, and many champions in the General Assembly to formally sign the state budget into law.
Here are some of the important investments in our children and families in the state budget.
🍼 Early Care & Education:
- Expanding Access: Child Care Assistance Program income eligibility will increase to 285% of the federal poverty level and families can retain access to the subsidy until they reach 325% of the federal poverty level, helping more working families afford care.
- Supporting Providers: A 5% increase in infant reimbursement rates for center-based providers to help stabilize the workforce.
- Stability: Extension of the “Child Care for Child Care Educators” program through 2030.
🏥 Health & Development:
- Early Intervention: Full funding for rate increases and a new policy allowing eligible children to remain in EI until the September after their 3rd birthday.
- Mental Health: Full funding for PediPRN and MomsPRN to ensure specialized clinical support for new moms and kids.
- Home Visiting: Full funding for Medicaid rate increases and a $377,000 state match to secure additional federal MIECHV funds.

- New Child Tax Credit: A new $330 refundable child tax credit to put money back into the pockets of RI families.
